19-year-old Detroit Man Pleads Guilty to Misdemeanors, Sexual Assault Felonies Dropped

Paul Phelps, a 19-year-old Detroit man, was initially charged with two counts of third-degree criminal sexual conduct in the assaults of two women in September of 2012. A news report at AnnArbor.com states that Phelps allegedly forced himself on the two women, who were 19 and 22 years old, at an off-campus party on September 6 and 7. On Tuesday March 26, Phelps pleaded no contest to two misdemeanor assault charges; prosecutors have now dropped the two third-degree CSC charges, which were felonies.

One of the alleged victims is a student at EMU; the other woman was a former student, and according to police was considering re-enrollment at the university.

Police said that the 22-year-old woman had met Phelps a few days prior to the party. Phelps went to the woman’s home after friends had dropped her off in the 300 block of Jarvis Street following the party. He then allegedly sexually assaulted her. The 19-year-old woman was reportedly assaulted the next evening in the 900 block of Railroad Street. The two women claimed that they did not know each other; both reported the assaults within hours, however both of the women had Phelps’ cell phone number in their phones.

Even though Phelps pleaded to misdemeanor charges, he will still likely face a long stint in prison according to the news report, which said that Phelps pleaded guilty to charges related to break-ins at six dorms at Saginaw Valley State University. The charges included five counts of first-degree home invasion and one count of second-degree home invasion. Sentencing in those cases is scheduled for April 29.
